How do I register with the EU Safety Gate for GPSR?

The EU Safety Gate system has two distinct business-facing components that many sellers confuse. The first is the Online Marketplace Module — a registration system for operators of online marketplaces (Article 25 of the GPSR). The second is the Safety Business Gateway — a notification channel for reporting accidents and dangerous products to EU authorities (Article 20). Registration under Article 25 and notification under Article 20 are separate obligations with different triggers, and not every seller needs both.

Registration with the Safety Gate Online Marketplace Module under Article 25 is required for any entity that operates an online interface enabling consumers to conclude distance contracts with traders — in other words, anyone running their own e-commerce store. This includes Shopify stores, WooCommerce sites, Magento stores, and similar platforms through which you sell directly to EU consumers. The registration provides EU market surveillance authorities across all 30 EEA countries with a single point of contact for product safety enquiries, recall coordination, and compliance checks. To register, you access the EU Safety Gate portal using an EU Login account (the Commission's centralised authentication system), select the Online Marketplace Module, complete the registration form with your company details and designated single point of contact, and submit. The registration is free of charge and needs to be maintained with up-to-date contact information. Sellers who use Amazon, Etsy, or eBay exclusively do not need to register: those platforms manage their own registrations as marketplace operators.

The Safety Business Gateway (webgate.ec.europa.eu/safety-business-gateway) is a separate tool that any economic operator — manufacturer, importer, distributor, or marketplace seller — must use when they know or have reason to believe that a product they have placed on the market presents a serious risk. This reporting obligation under Article 20 applies to all products, not just those of operators who have registered under Article 25. The notification must be made without undue delay from the moment the risk is identified, and must describe the hazard, the affected product batches, and the corrective actions taken or planned.

What the law says

Article 25 of Regulation (EU) 2023/988 requires online marketplace operators to register with the Safety Gate Online Marketplace Module. Article 20.1 requires economic operators to report product-related accidents through the Safety Business Gateway without undue delay. Both apply from 13 December 2024.

Consequences of non-compliance

Failing to register when required under Article 25 is a standalone infringement. Failing to report a known product risk through the Safety Business Gateway under Article 20 is another. Both carry sanctions under each Member State's penalty regime — up to €100,000 in Germany. Authorities can also issue product recall orders directly against unregistered operators.
